commute have already adopted it! Must already be law for them here in
Michigan!

Yeh - this sounds like a very good move. 

I'm less positive about the current detroit/everywhere-else practice of bikes only slowing slightly then racing through red lights.  This sort of sends a message to other road users that bikes don't deserve full rights on the road because they don't respect the rules intended for all road users.  It makes us seem like pedestrians who got lost and wandered onto the black stuff?

I've made the observation that cagers are more resentful of having to roll away from intersections behind an obviously slower cyclist who "claims the lane" at stop lights and waits for the green. I don't think they are ever considering that it may be preferable to have the cyclist fully past the intersection and in the three feet of the curb lane that we are alloted so that cagers are clear to blast off when they get the green. I have no idea how to make this point to motorists who are spit showering their windshields with remarks like:"Get on the f***ing sidewalk!"

Danged if we do. Danged if we don't.
